Road and Traffic Regulations
After deciding where to go and stay, it can be helpful to learn about regulations regarding road transport for this type of auto-campers that apply in Albania. There is the possibility to consult this regulation on the official website of the Ministry of Interior.
The version on the website is only in Albanian but we’ll try to give the regulation regarding Auto-camping in English:
Article 54
Vehicles
1. Vehicles are motorized vehicles with at least four wheels, excluding coaches. k) Motorhomes are vehicles that have a special bodywork and are permanently equipped to accommodate the transport and accommodation of up to seven people, including the driver.
Article 61
Boundary gauge dimensions
3. The length of motorhomes cannot be greater than 8 m. The length of camper trailers, including the towing mechanisms, depends on the axles. It cannot be greater than 6.50m with one axle and 8 m when they are with two axles. The width of motorhomes and camper trailers must not be greater than 2.55 m and the maximum height from the ground must not exceed 1.8 times the minimum distance (in the transverse axis), between the wheels of the vehicle.
Article 183
Circulation and stay of motorhomes
1. The vehicles mentioned in article 54, point 1, letter “k”, for road traffic in general and due to the prohibitions and limitations provided for in articles 6 and 7 are subject to the same discipline provided for other vehicles.
2. Parking of motorhomes, where permitted, in the road zone, does not constitute camping, if the vehicle is not supported on the ground, except by the wheels, does not emit other exhaust currents, except those of the mechanical propulsor and does not occupy the road zone in any way to a greater extent than the size of the vehicle itself.
3. In the case of paid stay or parking, the rates for motorhomes are 50% higher than those applied for cars in the same parking lots in the area.
4. It is prohibited to discharge organic waste and clean and polluted water from the caravan park on the road and in public areas outside certain sanitary-health discharge plants.
5. The prohibition according to point 4 also extends to other vehicles equipped with certain internal collection system.
6. Anyone who violates the provisions of points 4 and 5 shall be punished by an administrative measure with a fine from five hundred to two thousand ALL.
7. In the acts in force, are defined the criteria for the realization of hygienic-health facilities for the collection of organic waste and clean and polluted water from the Campers. For example, along roads and highways, in regulated areas reserved for the stay and parking of motorhomes and in campsites. As well as the criteria for the creation by municipalities of analogue regulated areas in the respective territories and the placement of certain road signals, that indicate each facility.
8. With the instructions of the Ministry of Health, the characteristics of the liquids and chemical substances necessary for the treatment of organic waste and clean and dirty water poured into the sanitary-health plants mentioned in point 4 have been determined.
